On July 31, the Hong Kong Monetary Authority's official website updated information stating that with the implementation of the regulatory system for stablecoin issuers under the "Stablecoin Ordinance" on August 1, 2025, the issuance of fiat stablecoins will become a regulated activity that requires licensing. Therefore, relevant details of the regulatory system are listed, including: the licensing system for stablecoin issuers, the regulation of licensed stablecoin issuers, and the registry of licensed stablecoin issuers. The registry of licensed stablecoin issuers includes the names and basic information of licensed stablecoin issuers, and the public can access the latest list of licensed institutions through the registry. Currently, there are no licensed stablecoin issuers, and the relevant list will be updated in due course.
